As France was nearing the culmination of an animated presidential political campaign last week, a small delegation of Malaysian anti-corruption activists was boarding a plane for the return trip from Paris to Kuala Lumpur. The delegation, representing the Malaysian NGO Suara Rakyat Malaysia (“Voice of the Malaysian People,” designated SUARAM), had filed a civil complaint in March 2010 with the French authorities, asking for justice in the opaque purchase of Scorpène submarines by the Malaysian government.
